Editorial and Quality Processes

Submission Receipts and Desk Review

Upon submission, the managing editor conducts an initial desk review for scope compatibility, minimum scholarly quality, and adherence to author guidelines. Turnaround: 5–7 working days. Manuscripts not meeting baseline standards are returned without external review.

Originality and Plagiarism Screening

All manuscripts passing desk review are screened using Turnitin. A similarity index above 20% (excluding references and quotations) will result in return to the author for revision before review proceeds.

Double-Blind Peer Review

Each manuscript is evaluated by a minimum of two independent expert reviewers. Author and reviewer identities are mutually concealed. Reviewers assess theoretical grounding, methodological rigor, ethical soundness, and relevance to social welfare and human development. Decisions: Accept, Minor Revision, Major Revision, or Reject.

Author Revision

Authors are provided 4–6 weeks to address reviewer comments and submit a revised manuscript with a point-by-point response letter. Significantly revised manuscripts may be returned to reviewers at the editor's discretion.

Editorial Decision and Copyediting

The editor-in-chief makes the final acceptance decision. Accepted manuscripts undergo professional copyediting and typesetting. Authors are given an opportunity to review and approve page proofs.

Publication and Dissemination

Accepted articles are assigned a DOI and published online immediately. Print compilation follows at the close of each biannual issue cycle. The editorial team actively shares published work with relevant social welfare agencies, LGUs, and practitioner networks in the Philippines.
